The telephone line test is a basic test that checks for continuity, shorts and open circuits. This test will help you understand whether your phone line is working or not. Indoor NIDs are more often found in apartments and condos, usually in the kitchen. They look like a larger, more complex phone jack.
The phone company did some work in our neighborhood and replaced our older box with one like you describe. That was while we were living in another state. Still, it is a great feeling to tell the phone company representative you have checked and the problem is a dead phone company line. It was a big help to me to know the red and green wires are key , and the voltage should be about 50 VDC.

It could be caused by a connected DSL filter or from interference from electronic devices in your home. Unplug the short telephone cord and plug in your corded phone. Look for a phone jack labeled customer access jack.
Use your cell phone to call the phone line you want to check. Alternatively, ask a neighbor to call your phone. Listen to see if your phone rings or if you get a busy signal. If only 1 jack is affected, call your phone company to get a service call for that individual jack. This might save you money since you know where the problem is occurring. These wires are usually color-coded green, orange, red and yellow. Green is the central wire that carries the signal, orange and red are individual wires on either side of the green wire, and yellow is the ground or protective wire. This configuration is called tip-ring-ring-sleeve . It is usually located on the wall or at the bottom of the phone itself. I disconnected and re-connected the electrical connectors of all 3 phones in the house.
An industry slang term for ringing voltage is "jingle juice." You will only need to touch the wires or internal parts of a ringing telephone once in order to understand this. If none of the phones in your house have a dial tone, the carrier may need to fix your service. If some of the phones have a dial tone, but others don't, the wiring in your house may be faulty and need servicing.
What is a telephone line?
Go outside your home and look for the cables attached to your home. You’ll see a thin black cable that runs from a box on the telephone pole to your home. Locate this cable so you can find your phone box. If your main socket looks like the picture below, you'll need to get in touch.
To see the remaining steps, select the type of service you want to test. These boxes are usually about 6 by 9 inches and gray . It will most often be attached to the outside of the home near the electric meter. Sometimes it is found in the basement or attic. It's usually clearly labeled "Network Interface Device" or "Telephone Network Interface" on the outside. If you’re still unable to dial out, check that the number you’re dialing is correct.
If you have more than 1 phone jack, test each jack individually to figure out if it’s a particular jack or the phone line itself that’s having issues. First, unplug all of the devices in your home, including phones, fax machines, and modems. Then, use a phone to test each jack to see if only one is affected.
Test the offending jack by plugging in a different phone or device. It's possible the jack itself is causing the interference, and not the device that was connected. After connecting the phone to the test jack, pick up the handset and listen for a dial tone.If you can hear a dial tone, then something is wrong with your house's wiring. This is a box that was installed by the phone company when service was first installed on the house.
Reconnect the circuit to the telephone company’s wires. If none of the jacks work, then you have a short in the cable, if some wok and others don’t, the problem is probably in the jacks which is don’t work. This time, you should get a new jack and try to connect the existing wires to it.
It can also refer to a fixed line, a data connection between two stations with the same endpoints. With the multimeter on, touch one probe to the center wire of the connector and the other probe to the outer wires surrounding the connector. The multimeter is an invaluable tool for anyone interested in electronics and computing. Without a multimeter, you can’t do many things, like check your phone’s battery or make sure your home wiring is in order.
Try unplugging the phone and letting it sit for about 10 minutes. Try taking the battery out and then unplugging the base from the power and phone line. Remove the working phone and its cord from the jack. Keep in mind that not an independent circuit is necessary for a phone line to work properly. That circuit shouldn’t touch any other phone lines.
This is not covered by most carriers, so you'll have to either do it yourself or hire a technician. If the phone works on the other jack, then the original phone jack is likely faulty. I mentioned in the last panel that some newer telephone boxes do have a modular jack inside. A lot of buildings will have the older style boxes.
How to Check a Phone Line
Inside the terminal box are three brass terminals. The third terminal is a ground wire connection. If the screen remains blank or the reading is 0, your leads aren’t working. This means your device is faulty, so you’ll need to get a new device. Both a multimeter and voltmeter can test your phone line’s continuity. Listen for a dial tone on your phone’s receiver.
The terminals inside are usually threaded brass posts with wires wrapped around them and a nut with washers to tighten over the wires. Radio Shack does sell a pigtail with a male modular jack on one end and four loose wires on the other end. The wires have crowsfeet terminals on the end of each. When I did not have a phone available, I used this pigtail and a voltmeter to test lines inside and outside the house. The box you describe can also open to reveal the wiring inside, I believe; but, the modular jack makes for a fast way to check for the proper voltage and a functioning line.
